The Consulate General of PRC in Johannesburg Reminds Chinese Citizens in the Consular District to Exercise Increased Caution

Recently, two kidnapping cases targeting Chinese citizens who does business and works in South Africa occurred in Springs and Fourways of Gauteng Province, and a home invasion and murder case occurred in Bloemfontein of Free State Province. Given the current serious security situation, the Consulate General solemnly reminds the overseas Chinese in the consular district to:

1. Pay close attention to the local security situation, check the relevant security risk alert information on the websites and WeChat official accounts of the Chinese Embassy and Consulates in South Africa and Chinese self-media, and acquire information on local security situation comprehensively through multiple channels.

2. Enhance consciousness on taking precautions. Those who operate shops in remote areas with high security risks and inconvenient transportation should shorten business hours, close shops and go home earlier, change commuting routes frequently, avoid travelling at nights, and beware of tailing vehicles. Company employees should get off work on time, avoid working overtime at nights, and commute in groups. Enhance safety precautions, install surveillance, anti-theft, and alarm systems at home and business premises, and equip and carry security devices such as "one-touch alarms" and personal locator beacons whenever possible. Reduce cash transactions and do not display cash or valuables.

3. Operate and employ workers legally, abide by local laws and regulations, protect employees' legitimate rights, interests and demands, conduct employee background checks and daily safety inspections, and avoid hiring illegal workers or people with criminal records.

4. If kidnapped, stay calm, prioritize survival, and avoid direct conflict with the kidnappers. The victim’s family or colleagues should call the police immediately and inform the Consulate General and the South Africa Chinese Community and Police Cooperation Centre as soon as possible. The relevant advice of the police and experts should be followed to act cautiously, do not reveal possessions factually, do not promise high ransoms, and do not make private deals with criminals. Actively cooperate with police investigations, provide evidence and clues, and assist the police in rescuing hostages and solving cases as soon as possible.
